The Young Pioneers (a Communist Party organization for elementary and middle school aged youth) are planting trees on the famous Pagoda Hill. The red bandana the youth are wearing indicates they are members of the Young Pioneers. The Party encouraged projects like this to strengthen the Party ethos of “serve the people.”
